There are firms that currently have the specialized capabilities in bus system integration,and who also have the specialized expertise needed to return these buses toafullyoperationalcondition. Convertingthesebusestoan upgraded"SuperLow Emission"(BLEB)configurationwas consistentwiththeintentoftheoriginaldirection from Metro's Board, butthe proposalsforS~EB configuration proved to be more costly than converting these buses to a Zero Emission(ZE) configuration. BYD's proposed engineering/technological approach forthe conversion will utilize components and subsystems that have already been proven in heavy duty bus operations. The proposed major components have been builtin mass production quantitiesand used inbusesthatarecurrentlyintransitserviceand haveaccumulated over30 millionpassengermiles. DETERMINATION OF SAFETY IMPACT There is no anticipated safety impact for converting the six(6) hybrid vehicles to Zero EmissionsBus(ZEB)electricbusestechnology. Ingeneral,BYD'sconversion approachwillutilizecomponentsandsubsystemsthathavebeen proveninheavyduty applicationsand have been mass produced and used in buses currentlyintransit service. Zero emission buses are expected to use high voltage electricalsystems. While these systems are isolated from operators and passenger compartments, maintenance personnelwillneed additionalspecializedtrainingtoensurethattheyarepreparedto maintain these higher voltage propulsion systems. FINANCIAL IMPACT Totalfunding of$30 millionfor"Super Low and Zero Emission buses"was approved by the Metro's Board,and isincluded inthe Vehicle Technology Cost Center(3320)in project201071. Becausethisisamulti-yearcontract,theATVCPresidentandtheCost Center Manager willbe responsibleforensuring thatfuture yearfunding is programmed.
