Capstone Turbine Corporation UPS Controller User’s Manual Automatic Operation Once the system is set up and running normally, as described above, the UPS Controller will automatically manage the transitions that must occur in the case of a loss of utility power, and signal alarm or fault conditions. Transitions to/from Emergency Mode Each Hybrid UPS microturbine monitors input utility voltage as well as output voltage to the critical load. It can also initiate a state change from either the UPS Mode or High Efficiency Mode to the Emergency Mode to ensure that uninterrupted power is provided to the critical load. The UPS Controller manages the MultiPac group transition away from a utility fault condition and then back to a stable utility voltage condition. Loss of utility power is any condition that causes the utility grid protective relay functions to operate. The Hybrid UPS system will always attempt to power the critical load once the system has completed its start sequence, unless some condition causes a complete shutdown (for example, a severe fault on the critical load bus). Most utility disturbances are short lived, and therefore stable voltage may be available soon after an initial disturbance. For this reason, there is an engine start delay sequence that is configurable from 0 to 10 minutes. When transitioning from UPS Mode, a zero setting means the engine will be started as soon as the system enters the Emergency Mode. If the battery SOC remains above some preset level (for example 50%), and the utility power returns to a stable condition prior to the selected engine start delay time, the engine will not be started and connection to the utility will be reestablished as soon as its’ voltage is back within preset limits. Table 2 shows four possible scenarios that can occur if utility power is outside of the preset protective relay limits. Note that scenario 1 is the only condition where reconnection to the utility will occur as soon as the utility voltage is back within limits. All other scenarios involve starting a turbine or keeping a turbine running, and therefore the system must wait for the utility grid reconnect delay. While the battery SOC will have an impact on whether the turbine is started or not, reconnection to the utility grid does not depend on it. For microturbines enabled in the UPS Mode, the turbine will continue operating until battery SOC is above the preset limit before being shut down. If the battery system is provided by others, the UPS Controller will read the SOC from this external system and provide the logic and permissive signals to the Hybrid UPS microturbines to start and stop turbines as shown in Table 2.
