FINANCE AND BUDGET COMMITTEE MARCH 16,2011 OPERATIONS COMMITTEE MARCH 17,2011 MOTION BY DIRECTORS VILLARAIGOSA,KNABE AND ANTONOVICH SUPERLOW/ZEROEMISSIONBUSPROGRAM The Los Angeles County Metropolitan Transportation Authority(MTA)was a pioneerinmoving itsbusfleettocleaneralternativefuelsand continuestobea nationalleader,withthelargestfleetofcompressed naturalgas(CNG)busesin theU.S.anda100%CNGfleet. ThistransitionfromdieseltoCNG buseswasnotmadeforeconomicorbusiness reasons.ItwasknownanditisthecasethatthetransitionwouldcostMTA more thancontinuingwithadieselfleetthroughhighervehiclecostsand newfueling infrastructure.Instead,theMTA Board madethistransitionforpublicpolicy reasons,namely to reduce emissions(particulate matter,nitrousoxides,and sulfur oxides)and improve public health. TheMTA Boarddecidedtomakeaninvestmentincleanerairfortheresidents, workers,and visitorsofLos Angeles County and theSouth Coastairbasin.Since MTAstartedbuyingCNG busestherehasbeenagrowingfocusonreducing greenhouse gases(GHG)as well.Today,emerging technologiesofferthe hope of superloworzeroemissions,includingelectric,fuelcell,and hybridbuses. However,busesfeaturingthesetechnologieshavea numberofchallengesfor operating agencies like MTA, including limited in-service experience,relative highervehicleacquisitioncosts,and potentialadditionalinfrastructurecosts.On the other hand,these newer buses may reduce operating and maintenance costs and lower lifecycle costs than our currentfleet. Asa matterofpublicpolicy,MTA shouldcontinuetobeontheforefrontof deploying loweremission buses,butwe should do so ina fiscallyand operationally prudent manner. THEREFOREMOVEthattheMTABoarddirecttheCEOtodevelopa recommended strategyand timeline,subjecttofuturereviewand approvalbythe MTA Board,fortransitioningtosuperlow/zeroemission buses.
