In addition to the items present in the first cover letter, the second one thanked managers who had already participated in the survey and stressed the easy:to-use nature of the questionnaire in order to encourage more participation. It also asked participants to complete only the most interesting sections of the questionnaire in case they found it too long. 3.2.4. Behavioural Research Ethics Board Approval A Certificate of Approval of the project was issued by the Behavioural Research Ethics Board of The University of British Columbia on October 24, 2002. The Certificate stated that code of behaviour of the project had been reviewed by the Committee and was found to be in agreement with required ethical practices for research involving human subjects. 3.3. IMPLEMENTATION The principles of the Tailored Design Method (Dillman, 2000) were taken into consideration during the implementation phase to achieve a high response rate. There were two mailings from The University of British Columbia. The first mailing, consisting of a copy of the questionnaire, a copy of the first cover letter and a pre-paid return envelope, was sent out on November 18, 2002. The follow-up (which included a copy of the questionnaire, a copy of the second cover letter and a pre-paid return envelope) was sent out on February 17, 2003 after responses from the first mailing had ceased to arrive.
