Despite the number and complexity of these regulations, a conceptual summary is fairly straightforward. The federal US Clean Air Act (1970) and Clean Air Act Amendments (1990) set concentration limits in ambient air for six air pollutants known to cause damage to human health and/or the environment. These tropospheric air pollutants, known as “criteria” pollutants, are: particulate matter less than 10 microns (PM10), SO2, CO, NO2, O3 and Pb.
